Bistro CarneSio
One of the best options to eat beef in the Ebisu area. Became very popular, need to make a reservation at least 2-3 weeks prior (unless you go there 5pm or after 10:30pm). Quality beef, carefully grilled, reasonably priced. Nice counter seats, good for a romantic dinner. I even want to keep this restaurant secret as it'd get too popular to reserve.
